Vinh Long Dec 2nd, 2025. ISIEE officially launches the Ignite English Listening & Speaking Enhancement Program (OMO Model) for the 2025–2026 Academic Year

In early December 2025, the Institute of Studies of International Education and Economics (ISIEE) worked closely with schools across Vinh Long province to formally roll out the project “ the Ignite English program with native English Teacher with the OMO (Online–Merge–Offline) Model” for the 2025–2026 academic year.

This milestone marks the official province-wide approval of the program, affirming Vinh Long’s strategic commitment to implementing the Government’s roadmap under the Prime Minister’s Decision No. 2371/QD-TTg, which aims to make English a second language in Vietnamese schools.

Unlike the earlier pilot phase, this working visit focused on helping schools move toward full-scale implementation of the program. Based on Official Dispatch No. 2540/SGDĐT-GDNNGDTX and the resolution of the Provincial People’s Council of Vinh Long on education socialization, the OMO (Online–Merge–Offline) model has now been officially adopted as the main approach to strengthen students’ listening and speaking skills across the province. Special priority is given to schools in remote and disadvantaged areas, in line with the vision of a “New Vinh Long Province.”

During the working sessions, ISIEE aligned on the operational framework for dual-teaching classrooms:

  • Native English teachers (online) are responsible for leading lessons, creating an English-speaking environment, and facilitating interaction using standard native English.
  • Vietnamese teachers (on-site) serve as dual-teachers, managing the classroom and supporting students in understanding lesson content.

ISIEE and participating schools have also aligned on tuition structures suited to local economic conditions, based on voluntary parental participation. Importantly, the project includes clear scholarship and tuition-support policies for disadvantaged students and policy beneficiaries, reinforcing the target that no student is left behind.

School leaders and teachers expressed strong support and enthusiasm following the official approval of the project. The wide adoption of the OMO model not only helps address the shortage of native-speaking teachers, but also builds a sustainable English-learning environment within schools. This enables students to develop natural communication skills—an essential foundation for high school graduation standards and future global citizenship.

The mission concluded with strong alignment between ISIEE and schools on the action plan. With official approval for the 2025–2026 academic year, Vinh Long is ready to move forward in making English a second language and providing high-quality learning opportunities for all students.
